EDUCATION SECRETARY LUISTRO CALLS FOR SUPPORT TO CONVERGENCE AMONG NAC MEMBER AGENCIES TO CARRY OUT NYC MANDATE

Education Secretary Bro. Armin Luistro rallied the government agencies comprising the National Advisory Council  to support the concept of convergence in order to carry out the mandate of the National Youth Commission as he presided the 26th National Advisory Council ( NAC) Meeting of the NYC  held recently at the Bulwagang Karunungan of the Department of Education Central Office in Pasig City.

Reacting to the information that the NYC has only P64.880 million allocation for 2012, Luistro stressed that while all agencies have to grapple with limited budget allocations, it is important that the NYC should conceptualize policies and programs that will entice other concerned agencies to support and to include in their respective agency plans for implementation.

" While we recognize the need for substantive budget to efficiently carry out our agency mandates, the government’s direction is focused on convergence”, Luistro emphasized.

According to NYC Chairman Leon Flores, III, “Secretary Luistro’s presence manifests his and this administration’s commitment to youth welfare because for the first time in 16 years of NYC, the Education Secretary as NAC Chairman presided the meeting from start to finish.”

The meeting, the first for 2012 was attended by the NYC officials and representatives from other government agencies that comprise the National Advisory Council and the staff from NYC’s Policy Research Monitoring Division as secretariat.

Under Section 14  of Republic Act. 8044, a National Advisory Council which is composed of the Secretary of Education as Chairman and the secretaries of the Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government  (DILG), Department of Agriculture (DA),the Department of Foreign Affairs (DFA), the Department of Labor and Employment ( DOLE), the Department of Environment and Natural Resources (DENR), the Director-General of the National Economic Development Authority (NEDA), the Chairman of the Philippine Charity Sweepstakes Office (PCSO), Philippine Sports Commission including the Chairpersons of the House Committee on Youth and Sports and the Senate Committee on Youth, Women and Family Relations; acts as a consultative body to the NYC and meets quarterly or as needed, upon the call of the Education Secretary a NAC Chairman to advise and to discuss matters relating to youth affairs, welfare and development.

During the meeting, Chairman Flores introduced the new NYC programs that will be implemented this year and likewise acknowledged the support extended by the other agencies and program partners in 2011.

After the presentation, Secretary Luistro solicited the comments and recommendations of the representatives of the participating agencies, and also discussed were the status of the Philippine Youth Development Plan 2011-2016; the Government Internship Program and the 9th Parliament of Youth Leaders.
